Odoo and Algerian payroll: CNAS, DAS, IRG
What the HR module covers natively, what belongs to configuration, and what local compliance demands.
In Algeria this is the question that separates a deployable ERP from a decorative one. Software that cannot produce a compliant CNAS declaration will never run your payroll, whatever its other qualities.
What the Human Resources module covers
Odoo's HR module, as we configure it, covers recruitment, employee records, attendance, leave, payroll and appraisal. On the reporting side, it generates the CNAS (social security), DAS (annual declaration of salaries) and IRG (personal income tax) reports.
What belongs to configuration, not to the product
Odoo is international software: it provides a payroll engine, not a ready-made Algerian payroll. IRG scales, contribution rates, collective-agreement pay items, the treatment of bonuses and allowances specific to your agreement: all of this is configured. That is precisely the work of a local integrator.
The three points to check with your integrator
Who keeps the tax scales up to date? Rates and brackets change. The maintenance contract must say explicitly who carries that update and within what time frame.
Are the filings in the format the authorities expect? An approximate export that has to be reworked every month cancels out part of the ERP's benefit.
Is migration of the payroll history planned? A wrong year-to-date total at go-live distorts the whole year-end declaration.
